Not strictly true: if you hold a velo's handlebar stationary and turn it, it works like a car's steering wheel. But if you keep the handlebar horizontal and move it left and right, it turns the velo right and left like a true tiller. That's because there's an angle between the steering column (which is angled 20-50 degrees) and the steering stem (which is vertical), and the U-joint transmits both lateral and swiveling movements - the more "flat" the steering column, the more the lateral movements prevail.
